I've recently upgraded from Windows 7 to Windows 10 and I've been having some stuttering problems. My comp stutters for a split second every second and I can't play any sound or it'll sound like nails on a blackboard with the constant stuttering. It's super annoying and any help would be appreciated. I've updated video drivers, processor drivers, and more recently my BIOS and nothing helped.
My PC's specs:
Motherboard: Maximus V Formula CPU: Intel Core i7 3770K RAM: 24 GB [that would be 3 8 GB sticks] Mushkin Silverline GPU: NVIDIA GeForce GTX 970 4 GB VRAM Hard drives: 232 GB Solid State Drive [capacity sucks I know], 1 TB HD and 3 TB HD OS: Windows 10 Pro
And this install comes with the OS unactivated and also having activation problems. It's saying that it's unable to activate Windows on this device as we can't connect to your organization's network. What do I do?

Ok so... update... Apparently the stuttering was caused by my disc drive... All the more reason to hate Windows 10......ugh.
